The right to free speech is a time-honored tradition at the 嫩草影院. By encouraging the free exchange of ideas on our campuses, we enable UC students to engage with new viewpoints and experiences that prepare them for a lifetime of interactions with people different than themselves. Sometimes this involves participating in constructive or uncomfortable dialogue over strongly held beliefs.

But with this right comes the responsibility to respect one another even when we disagree, to act with civility, and to adhere to the policies and laws that keep our campus communities safe and functional.

While the vast majority of protests on our campuses are peaceful, recent protests sometimes crossed the line to destructive or unlawful behavior, created an unsafe environment for others and impacted the ability of our students, faculty, and staff to participate in classes, research, and work. The university supports lawful expression and de-escalation whenever possible but cannot tolerate activities that violate the law or university policies that are meant to protect the entire university community. UC Irvine is committed to fostering a community where everyone feels safe to express themselves freely and fully engage in teaching, learning, and research. The input of our community has been invaluable in shaping our approach, and we're grateful for their continued partnership as we strive to support the open exchange of ideas and diverse and inclusive communities where everyone feels safe, valued and respected.

We acknowledge the complex and dynamic reality of real-time situations and will test, practice, and improve our response plans.

The campus’s time, place, and manner policy, which identifies the allowable parameters of free speech activities and the campus.

The Student Code of Conduct, which identifies acceptable student behavior, and relevant state and federal laws, which delineate legal and illegal activities.

The systemwide Nondiscrimination Policy, which ensures compliance with Title VI and Title VII of the Civil Rights Act of 1964.

The process by which the campus will resolve any complaint of a violation of relevant institutional policies, state law, or federal law, including complaints against individuals not affiliated with the campus.

The range of consequences possible for students, faculty, or staff who violate relevant institutional policies, state law, or federal law, including, but not limited to, discrimination based on shared ancestry under Title VI of the Civil Rights Act of 1964.
